United States funding will be directed instead to other family planning and health programs not involved in China’s population control program. The cut amounts to at least $32.5 million for 2017, and funds will be directed to the U.S. Agency for International Development, which provides medical care to families across the world.
The State Department determined that the UNFPA was in violation of the Kemp-Kasten Amendment, which was originally enacted in 1985 by the Reagan Administration in response to its extensive involvement in China’s coercive program. The amendment prohibits giving U.S. “population assistance” funds to “any organization or program which, as determined by the President of the United States, supports or participates in the management of a program of coercive abortion or involuntary sterilization.” Even though the Kemp-Kasten Amendment has been renewed each year by Congress, the anti-coercion law was not enforced under the administrations of President Clinton and President Obama. During fiscal year 2016, the Obama Administration gave $67.88 million to UNFPA.
