Pro Mercy Legislation for the Unborn

There are only two reasons that come to mind as to why AB305 has not been brought to the floor of the Wisconsin Assembly for a vote.  The first possibly is that there must be an unwritten rule in Wisconsin conservative politics that only two pieces of pro-life legislation is allowed per year.  If this is the case the “powers that be” may all have agreed that the two bill limit has now been fulfilled with the anticipated signing by Governor Walker of AB310 which will further defund Planned Parenthood in the State of Wisconsin.  It is also expected that AB311 which has passed the senate will be adopted by the Assembly although, for some unknown reason at the date of this writing, this second bill has still not been scheduled for a vote in the Assembly.  But assuming that a two-law-limit has now been achieved, we can expect that pro-lifers should now “go quietly into the good night” and not bother the legislature with any more bills this year.

Please don’t get me wrong, I am very grateful to God and to the pro-life legislators that voted in favor of AB 310 and AB311. These new laws will remove about $8 million from the coffers of Planned Parenthood Wisconsin if AB311 passes in the assembly before the end of this session.  But, unfortunately, I am still unsatisfied.  The reason for this dissatisfaction is because I find it difficult to accept the fact that babies in the womb must continue to be needlessly dismembered and crushed to death, bleeding out in their mothers’ wombs, and their organs donated to researchers for at least another year, just because of an arbitrary political rule.  

If, we, instead of demanding action now on this bill, look down the road to next fall for passage, two important assumptions must be true for legislation such as AB305 to be enacted then.  First, conservatives must still be in control of both the assembly and the senate after the November Presidential elections.  At best, this circumstance is a big political question since Wisconsin has not voted for a conservative president since Reagan.  Given that fact, there is a real possibility that one or both houses of the legislature in Wisconsin could flip from conservative to liberal.  That would leave us unable to pass AB305 at all.  

 Secondly, it would need to be true that next fall Speaker Vos and the other legislators would decide to support the ban on the research of baby body parts, rather than reject it. That assumption is unclear, at best, given my current understanding of what is going on.  There may be as many as six to eight assembly men and women who are unwilling to vote for this legislation as long as it bans research on the baby body parts obtained through abortion.  Let that thought rest on you for a while. . . 

But, if the reason for the delay in AB305 is only because of the unwritten two-prolife-bills per-year rule, then perhaps I can help alleviate that bar to the progress of this critical legislation and help move it along.  The AB305 Ban on the sale and use of baby body parts legislation should be re-characterized and redefined as “pro-mercy” legislation for the unborn, rather than “pro-life” legislation.  It is important for proponents and opponents of this legislation, alike, to understand that Assembly Bill 305 is far from “pro-life” legislation.  Babies in the womb will continue to die.  This legislation in no way bars a woman’s access to abortion or hinders her ability to get one.  This important legislation, if passed, will simply result in the merciful and quick death of the unborn, rather the tortuous and agonizing death of babies in the womb who will have their tiny arms and legs ripped off of their bodies one by one, without benefit of anesthesia, because the babies’ organs must not be corrupted with lethal doses of medications such as digoxin.  

Before baby body parts research and experimentation came into vogue, 3-4 month old fetuses were often given digoxin to the heart.  This drug caused their death before their tiny bodies were removed from the womb, which at least minimized their suffering while still causing their death.  But as seen from the eleventh Planned Parenthood Video, released by the Center for Medical Progress, abortionists have now moved away from this practice of administering digoxin to the infant’s heart when there is a need for the baby’s body parts to be harvested. The drug, if used, would “contaminate” the organs procured and render them unacceptable for research specimens.   Instead, as found in the first Planned Parenthood video released by the Center for Medical Progress, last summer, UW-Madison’s own graduate, Dr. Deborah Nucatola stated, “I’m gonna basically crush below, I’m gonna crush above, and I’m gonna see if I can get it all intact” [the upper torso].  Shock Video Catches Planned Parenthood's Top Doctor Selling Body Parts of Aborted Babies | LifeNews.com  Thus, this barbaric method becomes one of the primary methods of killing the preborn baby, thereby allowing abortion clinics to rapidly harvest and reuse the tiny hearts, livers, brains and thymuses for research and experimentation.

For these reasons, I call on all legislators, republican and democrat alike, to stop the excruciating suffering of these pre-born humans.  In surgeries on preborn babies as young as 5 months old, they are routinely given anesthesia while being operated on in utero.  The State of Wisconsin has an interest in preventing the suffering and torture of the pre-born.  Consistent with that interest, in 2015 Wisconsin passed the “Pain capable unborn child protection Act” which banned abortions after 20 weeks gestation.  (Coincidently, this legislation goes into effect this month.)  But now, studies strongly suggest that babies much younger than 20 weeks in the womb also experience intense pain.  On May 12, 2015 David A. Prentice, Ph. D., Vice President and Research Director of the Charlotte Lozier Institute spoke on the Point of view Radio talk show.  He indicated that what was once an irrefutable belief in the lack of possible pain in first trimester fetuses, due to underdeveloped neurological systems, has now been called into question because “there are individuals who are born without the cerebral cortex, and they feel pain.” 

It is not enough to reason and believe that these procedures are ethical and moral because of the oft repeated sentiment, “Well, at least some good will come out of the abortion if the babies’ organs are donated for research.”  There is a critical flaw in that argument.  The Nazi’s inhumane experiments and research on the Jews who faced certain death, is the analogous argument to that premise.   Valuable scientific ‘fruits’ and even beneficial information for humanity was discovered as a result of Nazi medical experimentation atrocities.  Yet, the world still rightly condemned Dr. Mengele and the other medical personnel that performed those experiments because their subjects were treated with extreme cruelty and a callous disregard for their humanity.  The world in the late 1940’s did so because to accept that fatal and flawed premise of receiving a “good” for the collective, in exchange for an individual’s pain, was to open the doors of the world to a new and dangerous medical standard.  The people understood that this new medical standard would be a radical shift in moral and ethical standards, because with subjective decisions as to what is “good” and who can be sacrificed to achieve that “good” the people understood the result would be human holocausts for those not in power, over and over again.  The Bible rightly proclaims that “Men’s hearts are deceitful above all other things” and should not be trusted.  

The Nazi Doctors were tried on a world stage in 1947 in what has become known as the Nuremberg Doctor’s Trials.  The Nuremberg Trials  They were tried for “crimes against humanity.”   Through these trials mankind was horribly reminded that obtaining some benefit, even a great one, must never justify an imposed and extraordinary suffering of one human being for the sake of others.  Out of the Medical Trials of Nuremberg came what we now know of as the “Nuremberg Code.” Fifty Years Later: The Significance of the Nuremberg Code — NEJM This code is to be used and adhered to for every case of human experimentation.  It is time that we dust it off and consider its application anew to today’s medical research procedures as they pertain to using the baby body parts of aborted babies.

The second possibility regarding the reason why there has been a failure to bring to AB305 to the floor for a vote, if it is not about a two-prolife-bill-limit  is that it must then be about money.  And, lots of it.  To clearly bring the heart of this second point into focus one need only listen to the testimony of Dr. Robert Golden, Dean of the University of Wisconsin’s Medical School when he testified before the assembly committee last August.  He said that this type of research brings $76 million in federal and other research money into the state.   He further stated that banning research and experimentation would cause a significant negative impact on UW-Madison, by stating “With that amendment, this bill will still destroy biomedical research in the state of Wisconsin.” UW Dean: End of Abortion Would Negatively Impact Our Research - Right Wisconsin - Conservative politics and perspective powered by Charlie Sykes

In my article published last month in WCN, “Exposing the Dark Side of Wisconsin Politics,”  I cited a research study done at UW-Madison which thanked a former abortionist, UW-Madison Medical Department employee Dr. Caryn Dutton (who left Wisconsin in June of 2010) and Dr. Lisa Bennett, a former Planned Parenthood Employee for their help in the procurement of 10 fetal hearts and brains.  I stated in that article that it was unclear where the fetal organs used in that research study were procured from because Planned Parenthood Wisconsin had recently denied that it provided baby body parts for UW-Madison.  

That previously unanswered question may now have been answered indirectly because of another study published in 2014 and obtained recently by the open records requests from The Alliance Defending Freedom to UW-Madison.  The documents they obtained reveal that for this second study UW-Madison received up to 40 hearts and brains from Planned Parenthood of Wisconsin.  In fact the research staff went to Planned Parenthood and obtained the organs immediately following the abortion, no doubt so the sample would be fresh.  Planned Parenthood, Univ. of Wis. lied about baby parts, public records reveal 

Finally, it is my understanding that some state legislators may be uncomfortable with using words such as “use” in the legislative language of the bill because that would ban the research and experimentation on baby body parts.  Please demand that Speaker Robin Vos bring this legislation to the floor as AB305 was originally written.  Taxpayer’s and their constituents have the right to know which legislators are uncomfortable interfering with and stopping the barbaric torture of these little human beings and the research on their tiny hearts.

In these important matters, your help and legwork are urgently needed.

Please go to the Facebook page Every Life Matters in order to download a declaration/petition page along with a signature page.  Please take copies to your church, social organizations or even walk through your neighborhood next week.  Ask as many people as possible to sign the declaration.  Ask your pastor if you could collect signatures between church services.  You may also want to ask if an announcement could be made during the service regarding your efforts.  Finally, ask as many people as possible to also take pages out to obtain signatures of people at least 18 years of age who agree with all of the statements found in the declaration/petition.  

When you have obtained all of the signatures you are able to by February 15, 2016, you should make multiple copies of every page of signatures and send one set of the declaration and signatures to your local assembly person and another set to your senator.  The next very important step is to send a complete set of the declaration and the signatures to Speaker Robin Vos and another complete set to Senator Scott Fitzgerald of the Wisconsin Senate.  Finally, please send a final copy of the signatures to myself, Karen Mueller, PO Box 0125, Eau Claire, WI  54702-0125.
